I was interrested some months ago in a lpugin API that is being designed 
to have something similar to MIDI for modern applications. It is 
intended for audio but might be extended to video too. It is supposed to 
work with internal (computer) and external devices.

It is supported by Cakewalk and other vendors.

Right now it's in discussion phase (that is taking a long time).
