ISRC in Vorbis

What if the ISRC tag in Vorbis was used in this way:

The player app has a setting for what kind of user/use, eg


I am listening to this music personally

I am a business user and wish to pay artist royalties via the ISRC system  


Alternatively, business users could have a slightly different app with ISRC 
support active by default, with built in accounting. Imagine the paperwork 
saved at a music radio station! 

It could be distributed by the ISRC people themselves as the official digital 
music player. In this way, the player could interface with the ISRC back-end 
(which I believe already automates royalty payments for ISRC on CD's).

Are there any other audio formats that support ISRC tagging? If not this 
could be a key angle for Vorbis gaining industry acceptance.
