[Xiph-Advocacy] Need of captioning for HTML5 video

Hello,

as has been brought to my attention by Henri Sivonen on #whatwg that Ogg
needs support for closed captioning and closed audio captioning for
HTML5 video mostly for accessibility.

MPEG has  http://en.wikipedia.org/wiki/MPEG-4_Part_17 for text
captioning. Do we have something similiar? What is the status of Ogg
Writ? Can Annodex do this? How comes does Ogg Skeleton enter the game?
