In fact, in conjunction with the following;

mechanisms and the like."

You might conclude that they are quite happy (in fact believe
it would be beneficial) to have significant parts of the internet's
infrastructure subject to proprietary[1] control.

[1] Using a definition of the word with some bearing on reality.
