This is not correct.  You can use either the xiph.org reference vorbis
libraries or Tremor under the terms of a BSD-style license.  My
understanding is that the ogg specification is in the public domain and
anyone may freely write their own implementation, but xiph.org reserves the
right to certify compliance.
