I don't think this is a fact. Most people have a dominant eye. Find an object
not close to you, place your thumb over it. Alternately close your eyes. For
most people, what you see is the object with a partially transparent thumb
over it with a dimmer thumb to the side. (If your arm is extended.) If you
bring your thumb close to your face and try to obscure the distant object,
you'll find that closing one of your eyes (the dominant eye) causes your
thumb to jump to the side as your brain switches its view to the non-dominant
eye.

You actually describe this experiment in the next paragraph when you talk
about fingers jumping.

I've always wondered if this messes up peoples motor control, e.g., shooting
a basketball if your left handed but right eye dominant.

To me it seems that the brain fills in obscured information from the
non-dominant eye in the current plane of focus. The old paper tube on one
eye, with your hand on the side of it with an apparent hole through the
middle of your hand experiment comes to mind. I'm only talking about
static data here ignoring depth and such, various hologram toys exploit
that aspect of the brain.
