And if you want something less speculative, there is the Ogg Theora project (http://theora.org) Whose primary purpose is to integrate the donated VP3 codec into the ogg container project. The main bits of work there are designing a packet format, documenting the bitstream/decode method, extracting a portable build from the current vfw/quicktime source, improving the encoder, writing tools, and window dressing like metadata and subtitle implementations. You're welcome to contribute there as well.
