If you use 3D wavelet, it's for using temporal scalability, right ?
so your decoder can input a stream at N frames / sec and output a stream 
@ N/2 frames / sec
It may be a problem if the API doesn't allow the output frame rate to be 
different from the input frame rate (you can copy the last frame, but it 
waste memory and CPU time)
