I suppose neither at the moment. New work has only been going into 
theora for the past year or so.

Depends on what you want to start with. The 'tarkin' module is just a 
proof of concept for the 3d wavelet idea. w3d is much more highly 
evolved code; I'd suggest starting there; as the mod dates suggest it's 
received more recent attention.

If you just want to contribute to the availability of free codecs, then 
please help us get theora stable and out the door.
