If you're looking for a good video codec, how about the ffmpeg's
project's lavc codec? It seems to do quite well on bitrates ranging from
150 kbit to several mbit *and* it does real-time speeds on my box with
720x400 video streams. It's much faster at lower resolutions. I haven't
tried it, but I wouldn't be surprised if it did well on 320x240 sized
video at low bitrates.
