The same way you create a Theora and Vorbis file, except you use
libspeex for encoding the audio track, instead of libvorbis. The rest
is the same.

It cannot, but it should be a simple matter of adding a decoder for
it. I think the Vorbis decoder was a straight port of the C libvorbis.
