You may also want to look at a decoder implementation in VHDL for FPGA: http://svn.xiph.org/trunk/theora-fpga/ http://svn.xiph.org/trunk/theora-fpga/theora_hardware/ The encoder shares some modules with the decoder, so you may like to look at it.
