NHW Image codec - improvement of precision

Hello,

For those interested, I improved a little the NHW codec.Now I apply a
(fast) sharpening on U and V components before the 2x2 upsampling in the
decoder, which results in a better upsampling (+0.1dB for the PSNR...)
and gives a better precision to the image.I have also improved the
dequantization in the wavelet HH band.
