NHW Project - improvement of -l7 quality setting

Hello,

Just a quick message to let you know that I have improved -l7 high
compression quality setting.

This setting is notably better now and is interesting.The NHW Project is
now competitive with x265 (HEVC) for high compression, it is furthermore
royalty-free and 50x faster to encode and 15x faster to decode!!!

-l8 and -l9 quality settings will be more difficult to make I think,
because we're entering in quite high compression, and I think I will need
new ideas.

Really the NHW Project is really open and welcomes new developers! Are
there major obstacles that prevent from participating? The code is too
unreadable?

Any feedback is very welcome!
