He did[1] prior to posting this message.  However, Monty is locked
away in Red Hat projects and we won't be seeing him coming back soon.

Unless there's some more volunteer work (like Max's recent
documentation conversion to LaTeX effort) the newer release of Vorbis
is going to be further delayed.
