Modern Macs use Intel x86 hardware, so therefor they use little endian
byte ordering as well (afaik). Have you tried

ov_read(psOggVorbisFile, pDecodeBuffer + ulBytesDone,
  ulBufferSize - ulBytesDone, 0, 2, 1, &current_section);

on MacOSX?
