ov_bitrate_instant return

i'm trying to get the highest bitrate from a vbr vorbis file. i took the =

and used ov_bitrate_instant() after the fwrite call. however the values i g=

seem a little high. so i wondered, does ov_bitrate_instant() return the bit=
rate =

per second like the values i get from ov_info/vorbis_info or summed for the =

timespan since calling it last?
