Vorbis is not more CPU intensive than MP3, but it is more memory
intensive.  In addition, some manufacturers with memory constrained
devices make a speed/memory tradeoff, burning more CPU to use less
memory (see the Tremor 'lowmem' branch).

But I suspect the biggest reason Vorbis uses more battery in practice
is that it's not been nearly so thoroughly optimized as mp3 on most
devices.
