We'd answer if we knew... you may need to contact the authors of
vorbis.acm (it is not a product of xiph.org). It is an old, abandoned
partial implementation of the Vorbis codec that was not 100% compliant
with the Vorbis spec.  I'm not aure that anyone has tried to use it in
close to 10 years.
