A free official USF parser

Hi again :),

I have planed to work on a free USF parser in C.
Yes, I have choosed C to have a maximum portability.
It will be based on expat, a very quick and small XML parser.

It will be a first step to make USF easier to use.
I hope that there will be other step :)
Maybe a USF renderer based on the freetype library. It's much more work 
so let's start by the parser (baby steps ;)).
