Yes, I have been working on this and have some code that replaces the mess
that is in the mpg123 plugin (and that unfortunately also was copied over
to the vorbis plugin).  I have been working on this when I have had time
for rather a long period of time.  I should get my act together and put
something out that other people can take a look at and maybe work to 
finish.

The places where xmms developent is discussed is here on this mailing
list, in Bugzilla (http://bugs.xmms.org) and the irc channel (#xmms on
irc.freenode.net).
