[PATCH] Control volume from the command line.

   I have a generic "internet keyboard" with integrated buttons for
 controlling media applications, "stop", "play", etc.

  All of these are simple to map to executing commands via xbindkeys.
 For example I bind the "stop" button to "xmms -stop" and my music
 stops.

  One thing that's been annoying me for months is that it isn't
 currently possible to adjust the volume of xmms via the command line
 arguments, so my volume buttons are useless.

  Finally tonight I wrote a quick patch to xmms 1.2.10 to add two
 new command line arguments:

   --vol-up   (-l "L"ouder)
   --vol-down (-q "Q"uieter)

  The code is very simple, tested, and only needs some updates to the
 manpage + translations to be complete.

  I considered added a message to bugzillla but I figured I'd post here
 for comments first.
