+ new SET ADDLEVEL option added.

users below the set level can
+ only add vhosts for the nick they are currently using (if they can

As discussed on the the forums, a option to allow users to specify their
own hosts? Should make it configurable if we implement, as M points out,
it isn't necessarly a good idea
