the new layout Mark setup is back, with a few modifications.

I've added sections for the rest of the current modules that are still
active, and a section for retired modules (read only), currently the Retired
section has the old spam and netinfo module posts in it. i figured
LoveServ/MoraleServ posts etc can be moved into there once 3 comes out and
2.5 is no longer supported.

the unreleased Modules for Version 3 (that are in SVN) have had forums
added, but they have been hidden to all except mods/admins, once they are
released the permissions just need changing to everyone can see them, and
registered users can post in them.

i also made the old module coding section just for 2.5.x, and added a new
section for version 3, so once questions start getting asked hopefully no
one will get confused about what version API they apply to :)
