[NeoStats-Devel] Ultimate protocol modules

While making the recent protocol updates, I noticed that Ultimate uses a bot
when changing channel modes. From a quick look at the Ultimate sources (2.x
and 3.x) it would appear that we should be able to use the ulined server
name as on other ircds since the code appears to support uline mode changes.
Is there a specific reason Ultimate currently uses an oper rather than the
server for this?
