None of these values are actually used at this point. They could all be -1
and NeoStats would still operate 100% effectively so they do not matter at
this point. All ircd code is to be reviewed before this selection of options
comes online.

While I appreciate you looking out for problems, the running commentary is
pointless unless you identify them. Unless you want to say what the problem
and solution is e.g. 20 should be 200, it is pointless you hasssling me at
every commit.

I have gone out of my way to assist you in the changes you have given us for
IRCu so if you want to return the favour, there are better ways to do so.
