[NeoStats-Devel] Black List Scanning Bot

Hi,
BLSB (anyone got a better name?) is a new module that does the DNS blacklist
lookups for Networks. This used to exist in OPSB looking up the blitzed
blacklist, but we had a few requests to add additional blacklist support.
Hence I've now stripped out the DNS code from opsb and created a new module.

Its 99% complete now, with only the actual AKILL support and a option to
lookup a raw IP address. I've added 3 default blacklists, the original
blitzed list, the Tor Exit Server list, and the soon to be, secure irc
blacklist. Any others that are common for IRC networks please give me some
suggestions. (I'm not necessarly interested in the Spam Blacklists, as I'm
not sure every network would want these as defaults, but please give me your
suggestions)
