[NeoStats-Devel] Introducing new module QuoteServ

I have created and added a new module QuoteServ to the NeoStats core module
selection.

This basically reads a simple text file and treats each line as a quote.

Commands are similar to textserv for database management (ADD, DEL, LIST)
with a basic QUOTE command which takes the database name as a parameter. 

Currently I have a single database of discworld which was contributed by DNB
during textserv discussions a while back. 

I intend to add a RANDOM parameter to the QUOTE command to pick a random
quote from a random loaded database and a system to assign a channel list
the bot can join, but if anyone has any ideas for other features, feel free
to suggest them.
