It is the intention that limitserv will be able to manage the mode
regardless of it's presence in a channel. However, a number of NeoStats
users seem to have a desire for as many bots as possible to be in channels,
so the ability to join channels is a must for such users. I have no idea why
but we are not the only people to be asked for such things, the ircservices
list has a constant stream of "I want ChanServ in channels". There is also
the need to protect against IRCd protocols which prohibit mode changes
outside of the channel even by an opered bot so we must provide a means for
the bots to be in the channel. 

Some bots which are designed for channel interaction such as TextServ,
TriviaServ, WarServ etc need to be in a given channel for the to operate
correctly so regardless we will end up with some users having a great number
of bots in potentially a great number of channels. 

Some users will just install and load all modules regardless and will have
them sitting in one or more channels whether they need to or not so will end
up with the scenario you describe. There is nothing we can really do about
this. 

Ultimately, some of the new modules added to the core, may be candidiates
for an external package which might discourage users from just adding
everything whether they need it or not.

You might have noticed that the core has an option to avoid service bots
from joining the service channel. At the moment the default is that they do
but personally I have no NeoStats bots in channels at present inlcuding
external bots such as SecureServ and OPSB. Again, the option is needed
because some IRCds may not allow the bots to send channel messages to the
services channel if they are not members so is needed for chanalert notices.


Once we are further along, I hope to have the default settings such that
bots will not join channels without being told to where possible i.e. core
bots such as StatServ, HostServ, etc, and external modules such as
SecureServ, OPSB, BLSB etc). This will hopefully go some way towards
reducing the channel bot loads but as mentioned above, those users who have
some odd desire to have all bots in channels will likely just turn on the
channel option anyway.
