I can't really think of a better name, but "Scanning Bot" seems immediately
wrong since it does not actually do any scanning and only performs lookups.
Therefore "Lookup Bot" (BLLB) might be more accurate.

Maybe we should drop any hope of a decent acronym and go with BlackList?
Fits the 9 char limit nicely and is immediately intuitive for things like
"blacklist add".
