[NeoStats-Devel] BLSB updates

I have made some tidy ups to BLSB. Among these are addition of some helper
functions for those things used in multiple places such as the triggering of
blacklist lookups and the creation of new entries in the database.

I have also added function level comments to each part of BLSB and some
inline comments where appropriate plus a TODO list at the top of the file.

The changes any users need to be aware of are that the command system has
changed. DOMAINS ADD, DOMAINS DEL and DOMAINS LIST have been promoted to
work from ADD, DEL and LIST. The ADD command parameter order has changed
since the original would fail when names used spaces. The DEL command now
takes the domain name as the identifier for which record to delete. /msg
