[NeoStats-Devel] Perl API

Hey Guys, 
The Perl Module suppport is pretty much finished. A few TODO's to fix up,
but its pretty much working now, with a API that's almost identical to
standard C modules. 

Appricate if you can send me any warnings you get when building NeoStats
with the perl enabled (eg, don't ./configure --disable-perl)

I'd also need the Perl Version you are using.
