Description

To disable docking of a floating window or toolbar the CTRL key has to
be pressed while moving or releasing the mouse button. This allows for
choosing an arbitrary screen position for a floating window without
erroneously docking it.

Note: this is the opposite behaviour of earlier versions (pre OOo2.0),
where it was required to hold down CTRL to *enable* docking.
