Title: "Volatile" slot attribute no longer supported

Effective from: DEV300m60
*Summary*
--------
Slots can no longer be "volatile", they must be properly invalidated to get in update to the controllers registered for them.
*Description*
-------------
Volatile slots required a permanent background processing that
generates unneccessary CPU activity.
All existing slots with that attribute have been converted and tested
that their invalidation works as expected. The "paste" slots got
special treatment; on Windows the Clipboard Listener is used, on other
Platforms, where no Clipboard Broadcaster is implemented in VCL, the
slot is always automatically invalidated when an OOo Task Windows gets
the focus.
