Right now, docked horizontal toolbars have "priority" over vertical ones
(whether they be placed at the top or bottom).

Since I have a wide screen, it would be much more useful to be able to place
vertical toolbars first, since the horizontal toolbars don't take up the entire
width.

To see this, simply dock a toolbar vertically. I looked through
documentation/preferences/bug reports but could not find this exact issue
(maybe I am not searching for the right thing? If so, I apologize in advance).
