convert filter configuration

the result is kind of ugly because these xcu files are build rather
differently from the stuff in officecfg.

i really don't want to turn this into a CustomTarget because that would require
listing 100s of xcu files as dependencies, and the weird rules for the filter
configuration aren't used anywhere else, so this is now all in
Configuration_filter.mk and extends/hooks into the stuff from
solenv/gbuild/Configuration.mk.
