convert filter libs part1

this patch and the following is based on OOO340 + a MQ containing ause130 and
gnumake4 and lots of other stuff; on my Fedora system OOo smoketests and
subsequent tests run successfully (except for the one in the filter module
which was deactivated before anyway)
