This might be a case of an ... unfortunate user interface.

The "Find and Replace" functionality you refer to is the one for the
text document in which the form is embedded. The form has an own search
dialog (look in the form navigation bar at the bottom of the window),
which offers only searching, not replacing. Replacing is not possible at
all in forms/tables/queries.
