Having difficulty getting form to open in edit mode

Whenever I try to open up one of the forms for my databases, the database
opens in read-only mode and I can't figure out how to get the form to open
into edit mode for adding records.
The help file points to an option that doesn't exist for the Base. ("Edit
File")
