How can I build localized OOo after l10nmove?

Hi all,

Cws l10nmove is going to be integrated and I wonder how I can I build localized OOo 
after that.

I have read

http://blogs.sun.com/GullFOSS/entry/the_localization_process_will_be

and assumed the integration of l10nmove is synchronized with the change, i. e. we 
cannot build localized OOo any more and have to build en-US version and a language 
pack.

Is it a correct understanding?

I cannot clearly understand how I cant build a language pack after l10nmove ...
