The files included in Oracle's Software Grant Agreement (SGA) are
under ALv2.  But that original SGA was not complete. Oracle is working
on an amended version, one which will include some additional files,
such as files in CWS's.   Before we can do an official release we'll
need to deal with the file headers, copyleft components, etc.  But we
can have this code in our repo, as-is, as we clean it up.
