Unfortunately, the KDE vclplug is not enabled in the official OOo builds.
You have to build it yourself, or use the installation sets from e.g.

  http://ftp.linux.cz/pub/localization/OpenOffice.org/devel/680 .

It would require the same environment as they used for creation of their
rpms, which would be quite hard to setup, I'm afraid.
