sorry but I can not provide any real docu right now, I did not wrote any 
yet ;)

in l10ntools module you will find 2 tools called:
xtxex and xhtex

in solenv/inc/tg_xmerge.mk you will find the makefile support for those 
tools.

Basically all *.tree files and *.xtx files are taken from the source 
tree from the l10n process.
The tools are quite new thus the extensions have not yet be modified to 
use the l10n process.

I am not aware what MH did there. But I suppose to change all extensions 
now thus it is easy to translate them by simply using the l10n process 
instead of mailing pretranslated files.
