the TCM test cases are available. However, as this is a RC10 Build which 
is based on stable binaries - same as the en-US released ones -, my 
recommandation is - depending on the time you can send on approving the 
builds:

Option 1) in case you have very, very little time:
- go ahead and approve the builds in qatrack and submit the distribution 
request (via issue) if you see that the builds/language packs can be 
installed

Opetion 2) if you have more time to dedicate to it:
- run the Release Test Scenario
- approve the builds in qatracktool
- submit the issue to have the builds/language packs distributed 
(example: http://www.openoffice.org/issues/show_bug.cgi?id=116768)
