New turkmen language project

Welcome to OpenOffice.org project,
we've granted you admin-access for language Turkmen. This enables you to 
administer your team autonomous to other languages. The language Turkmen 
was added today for UI- and help-content, so feel free to start to 
translate with the UI and later with help-content.
