Resignation

Hello,

my personal priorities have shifted, so I would like to officially 
resign as the testing lead of Lithuanian locale, effective immediately. 
Nobody is taking over this position at the moment, so I suggest to just 
keep distributing untested Lithuanian builds, like is already done.
