Copyright from Open Office

 Hello
I found on ebay some users selling the Open Office disk with a tag on the
botton mentioning they have the permition to reproduce and sell it.
I was wondering if anyone could do that since Open Office is available free
online. If not I would like to know what someone would have to do to get a
permit to reproduce it and sell a copy of the cd with the intention of
divulgation.
If this is not the right person to ask, could I be pointed out the right
e-mail I would have to send to ask this question
