PR for 3.3 release

Hi all,
I was looking for a fresh PR for the release of 3.3 for translation. The
latest version is a mail from Louis from November 13th. Is this the
latest version of the PR and is it 'finalized'?

I will then try to make a translated and localized version.

Btw. can we expect a release later this week or do we need another RC?
