Looks like. Introduced with 10.4.2 ?

To be sure, please confirm the following test has been made : try fn+F1 
in place of F1
(If keys are not remapped, with fnSwitch, for example, the key is not 
F1, but the sequence *fn  +F1* )

BTW : I have started a work (not very advanced ) about remap the 
keyboard to be more Apple compliant : swap Apple and CTRL keys.  I 
believed it was simple, in fact a complete work about this subject is 
needed.
