Interesting dmake error--extras/source/autotext

m117 build, using tcsh, gets this really interesting error
message:

/cygdrive/c/downloads/openOffice/src680_m117/extras/source/autotext/lang
dmake:  Error -- `en-US/acor_en-GB.dat' not found, and
can't be made

The compiler is looking in en-US for something that is
found in en-GB

The file exists, but not where the compiler is looking. How
can that be?
